Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine: The Agreement concerning Personnel Issues was not reached
The participants of the today´s conciliative council held under the chairmanship of Volodymyr Lytvyn, Head of The Verkhovna Rada of Ukraine, failed to adopt any resolution concerning the procedure of scrutinizing personnel issues.
The participants of the meeting discussed three ways out of the present-day situation.
The first variant presupposes scrutiny of all personnel proposals with the discussion of every particular candidate. According to the second variant, all the personnel issues appertaining both to the dismissal, and appointment, should be included in a single package to be endorsed by the constitutional majority of The Verkhovna Rada of Ukraine. The third variant presupposes scrutiny of only those personnel matters that envisage vacancies and appertain only to the offices in the Cabinet of Ministers.
The participants of the meeting failed to reach an agreement concerning any of the proposals; therefore, the negotiations will be prolonged.
The Chairman of The Verkhovna Rada of Ukraine stated that an extraordinary meeting of the Parliament may be held either on Friday, or on Saturday. According to V.Lytvyn, the day of the meeting depends on the time when the signatures of the People´s Deputies who initiate an extraordinary meeting will be collected.
V.Lytvyn stressed that "The Verkhovna Rada is being driven into the area of turbulence, and The Verkhovna Rada provokes interest only as a place where one can demonstrate one´s position during the election campaign and use the lectern to announce one´s statements". He believes that it is inadmissible. According to the Chairman of The Verkhovna Rada of Ukraine, "today´s blocking of the parliamentary lectern by the Deputies from the Party of Regions testifies of the fact that these political forces are interested in the adoption of amendments to the State Budget and adoption of a new version of the Law on the Elections of the President of Ukraine, everything else is a funny demonstration".
